Baron Kinias Aban
Kinias Aban is a retired theif form the same adventuring company as King Artaylium Stenis, and now serves as The Baron of Newhope Keep. He is also the trainer of the king's secret spy guild, known as the Shadowmasters.
Newhope Keep is far to the north (about 100 miles) of Llorth, the capitol of King Artaylium's kingdom. Most of that travel is dangerous, crawling with various monsters and barbarians. Therefore, in many ways, Newhope Keep is a seperate kingdom altogether, aided by the king. People with a problem with Newhope Kepp will go to Kinias, not Artaylium, in most cases.
Kinias has many Aspects to corncern himself with. An Aspect is something that is important to the survival of the keep, such as money, supplies, and armed forces. Aspects go up or down with each decision he makes, usually in a range of 0-4, up or down. The only Aspect that can't drop any lower than 0 is Armies (when Armies reach 0, the keep's forces have been vanquished, and only a few scattered surviviors remain).
The idea then, of course, is to make decisions that will cause all Aspects to go as high as possible. However, often a decision that causes one Aspect to rise will cause another to fall.
A roll is made against each Aspect each turn on 3d6. If the roll is lower, a special occurance happens. If the Aspect is negaive, then a successful roll indicates a negative special occurance. A positive Aspect will yeild a positive occurance.
Sometimes other special occurances will happen that are not under the control of decisions that Kinias will make, such as weather changes and natural disasters, although not all such occurances are bad.
Kinias has three main advisors, as listed below, that might give their opinions each turn.

Spy Missions +0
Currently, Kinias has no spies active in any areas of the Forgotten Realms. If he choses to send a spy to an area, Spy Missions will increase +1 per mission. However, the more spies Kinias sends, the greater the chance a spy could be discovered, leading to political backlash, if not war, depending on the kingdom involved. Spy missions can yeild cruical information about the other cities and kingdoms.
Master Spies +10 (individuals)
There are currently 10 Shadowmasters in Newhope Keep ready to take on missions. They can be used as part of Newhope Keep's Armies if neccessary.
The Guild +0
This Aspect represents the number of spies being trained at Newhope Keep. A negative number indicates no trainees and the dificulty to recruit new hopefuls (the lower the number, the harder it is to find people to join the guild). The higher the number of trainees, the higher the cost to Newhope Keep, but the more likely that a Shadowmaster will come from their ranks. Currently, about one Shadowmaster comes from training each six months.
+0 indicates 10 members in the guild. Each new ten recruits adds +1 to The Guild.
Coffers and Training Expenses +0
Kinias strives to train other master spies for the kingdom. He is currently within the budget given to him by Llorkth. The +0 indicates that he is psending the normal amount of money to train spies. A negative score indicates that he is overbudget; a positive score indicates that he is training spies well within budget. The money spent includes theif equipment, and the creation of devices (both magical and non-magical) to test the rouges. New devices have to be created often to challenge the trainees.
The budget also includes bribe money and other such supplies to those theives on active missions. Curently one Shadowmaster completes his training each six months.

Being so far away from the normal kindom's boundries means that kinias will have to keep up on supplies, such as food. Bad weather can cause Newhope Keep to be cut off from trade routes, and there might be a chance that they need to lock themselves away from everyone else...
+0 supplies indicates a normal amount, enough for a couple of weeks. You can always request more supplies from Llorkth, or trade from another city/kingdom.
Favor of the Gods (Mask) +0
Although Newhope Keep's offical deity is Tyr, the guild itself venerates Mask, the god of spies and intruige. Although this deity is commonly seen as evil in nature, the guild prays to him for favor in serving Llorkth as true spies. They beleive that Mask favors skill, not how a person uses that skill. It is beleived that Mask leaves the judging of actions to other gods.
Diplomacy
It is important to keep dipomancy active in the areas closest to the keep, to keep political presures to a minimum:

Sundabar is a military city-state, but has a good ruler, although he is very stern. Sundabar is the most common city to trade with Newhope Keep when the need arises.
Druids +0
The druids to the west in The High Forest are a force to be rekoned with, led by the neutral Doston Oakwind.
Silverymoon +0
Silverymmon is the home to Shalamar the mage, and is the most beautiful and scholarly city in all the north. Newhope keep has an active trade with Silverymoon, but there are no formal trade times.
Everlund +0
Everlund is a trading city to the south of Newhope Keep. They trade in various good to the keep from time to time, but nothing important.
