High Priest Goldwind,
There has been a large fire that has destroyed the church of Tyr in the city of Waterdeep. We need to rebuild the church, of course, and in a manner befitting the god of justice. We plead for your help, knowing that you have had many blessings from Tyr in the past.

If you wish to take money from the coffers, choose one of the following. The church's coffers are seperate from that of the king's, coming from your own adventuers and from the offerings of your followers.
1. Send some aid, but not so much that it will affect the coffers in a major way
2. Send a good deal of aid to the church
3. Send a great amount of wealth to Waterdeep
4. Send enough to completely rebuild the church

This aspect indicates the level of Justice that follows the commands given by the church in it's actions and laws in the land of Llorkth.

The High Church of Tyr is expected to fund missions to other parts of the Realms, delivering the word of Tyr and sending the message of Justice. This can be very expensive, even for a successful church and adventurer.
Biltobin: "I'm afraid that the supplies we normally give to those in passing are severely limited, and now we will not be able to replenish them for awhile. I had a family caravan stop today and ask for supplies they could not afford from the crown, but I had to send them away emptyhanded except for a hot meal. Our mission to the south at Hill's Edge will also have to withdraw, but I suppose it will be well worth the rebuilding of the church."

The coffers indicate how much money is being spent or saved by the church. This score dipped below the normal -4 limit due to the church's refusal to accept Dinian's aid.
Furgus: "Do you think the gold we sent was wise, Inamsu? It will be quite some time before we replenish such a vast amount of wealth. I will pray to Tyr that we fare well."

Not all the worshippers of Tyr, especialy those who pay to further the church of Tyr in Llorkth, agree with the decision to help out the church of Waterdeep to such an extreme level.

This represents how many people outside the kingdom are affted by the words of Tyr, and how their view of the religion is forming.
Although many people were impressed with the loyalty of the church of Llorkth, just as amany people see the action as a show of wealth.

This is a new Aspect for Inamsu that I overlooked when designing his Aspects (not seeing the forest for the trees here). Favor indicates how well you sense Tyr agrees with your decisions. Being such a powerful priest, you sometimes even understand why or why not the god favors your decisions.
Obviously, Tyr favors a grand temple in the largest human city in the North.
The church of Waterdeep is under repair, and with the team of dwarves working with the humans there it will only be a short time before the local artists and sculptors begin their work.

offered by so many..Help that has come from old friends and people that I do
not even know personaly. They will find favor with Tyr!" We will accept any

Tyr is the god of the sword and courage, and watches over battles with as much interest as Odin himself. He is also the godly law enforcer, using his impressive swordsmanship to uphold order.
Tyr has only one hand, for he lost the other in the service of his fellow gods. The mighty Fenris wolf was savaging much of Asgard, and the gods were unable to stop him until the dwarves forged a golden leash capable of holding the beast. The gods bet the wolf that he could not break the leash. The suspicious wolf would not agree to the contest unless one of the gods put a hand in his mouth to guarantee his release if the leash could not be broken. The fearless Tyr complied without hesitation, and lost his hand when the wolf realized he was trapped.
Inamsu looked upon his temple, the inside of which was grand indeed, with white and purple splashed against suits of armor, statues of the great warriors of Tyr from the past, and a mighty statue of Tyr himself. His temple was not what the new church of Waterdeep would be, but it was great indeed. More than adequate to fufill the duties Inamsu faced in The Savage Frontier.
Just as Inamsu was pondering these things, a messsenger from the church came foward. Inamsu recognized the human, his name was Cherus. He was of the clergy, and followed Tyr faithfuly although Tyr had granted the man no magical powers. Inamsu smiled; Cherus was faithful without expecting anything in return from Tyr.
"High Priest Goldwind," Cherus began, "I come with grave news. It appers that, well, that we have discovered an apparent contradiction in the writings of Tyr. In The First Book, we have knowledge that Tyr placed his hand into Cerebus' mouth to trick the beast into defeat. However, in the Thrird Book, chapter 32, there is a little known verse that speaks of trickery being the fall of the just. Father Santar thinks that the verse was written by mortal hands, while the story of Tyr is obviously based on actual events. He beleives that the verse discouraging trickery should be removed from our scripts of The Book of Justice, and a few of the fathful in the area are in agreement."
"The other priests and followers of Tyr in the area are outraged that such a suggestion was even made, and demand that the script of The Book of Justice stay in it's current form without modification."
"High priest, there is a great tearing in the church about to form, and you must act to stop it before it damages our church!"
Inamsu has his high priests, Father Biltobin and Frair Furgus, to turn to for advice. Although they agree on many things, they also differ in opinion on many subjects.
Biltobin
"I suggest that we do not change the text of The Book of Justice, Inamsu. Our religion is a new on in this world, and to shed it's rules so soon would be a sign of weakness in the church. We could also send the few that disagree on a mission, stopping the fighting for the time being."
Furgus
"Hmm. Laws are subject to change. Prehaps we should strike the passage from the books, as the passage was written by mortal hands. How we can stop the bickering among the priesthood is another matter altogether. I am not sure."

In my opinion no trickery took place. The wolf who was ravaging Asguard knew
what the gods had in mind,but arrogence was his downfall! He did not think
the chains would work,but when they did he bit off Tyr's hand out of
resentment!Tyr did what was honorable and he did what he did for the sake of
Asguard. I think the word should stay the same but ultimatly Tyr should have
the final say.
DM: John, are you saying this as Inamsu or as John Ayers?
Tyr gave Inamsu no word regarding the matter of the passges in the Book of Justice. It seemed that the elven priest would have to hope that his judgement was enough to settle the matter once and for all.

Over the next few weeks, Inamsu noticed the church had accepted his wisdom that the wolf did indeed know the gods plans and it was his own darkness that had led to his downfall. Tyr had not tricked the wolf; he had placed his hand to be taken if the chains worked, and accepted his fate when they did. the books remained unchanged, and the church was once again whole.

Once each year, the church of Tyr looks over the crimes that might be commited in the city of Llorkth and decides on appropriate punishments. The time had come again. Inamsu looked over the list before him and began to decide the fate of those who would break the laws of Llorkth:

Casting spells in kingdom.....This subject has been covered somewhat in reguared to attacking outher people they apply to everyone...Spells such as light,heal, true sight ,detect evil,etc. can be cast as long as they hurt no one or help them escape justice. Any reverse of spell is probhited i.e. false seeing,etc. Outher violations may be added as well.

FINAL NOTE ; WE DO HAVE CHAIN GANGS TO HELP WITH CITY MAINTAINCE AND CONSTRUCTION . All laws are intended to protect law abiding citicens and to punish the wrong . At times justice must be tempered with mercey.

Inamsu finished the paperwork that had plauged him for most of the week, and he now rested. He had hoped of hearing rumors of treasures and other prizes, but none other than the usual well-traveled sites had been mentioned.
The coffers were low, and Inamsu wished there was something he could do about it. Perhaps he could sell some of the items from the dragon's horde, when Trimalon sent them. He had little use for magic items besides the Armor of Blending and Hammer of Tyr.Of course, the Ice King would keep the hard currency in the lair for himself, to repair the damage caused by The Ice Queen, but he had promised to send half of the magic items found.
Biltobin came to Inamsu, looking disturbed. "High Priest Goldwind," he began, "I have news of a trail that has come to the highest court - your own."
Inamsu gathered his judgement robes, and went to the meeting chamber, where he alone would hear the arguments.
The Trail:
Keth Elendon, a villager to the south of Llorkth, has been accused of not paying his taxes. He claims total "innocence", and has refused to pay taxes even after being ordered to do so by the court.
The prosocution: Elendon should have to pay his taxes as any other citizen of Llorkth. He lives in the kingdom, and is protected by the king's men and magic.
The Defense: Keth, an aging man, lives alone in the woods where he has before Llorkth was even formed, and takes nothing from the kingdom. He has built his own home, hunts for his own food. He does not trade with anyone, not does he buy goods. He lives in the south wood, which is part of the kingdom, but is not patrolled by the king's own orders, to allow the barbarians there to have "breathing space."
Therefore, the kingdom may as well be considered a wild area for Keth. It provides no roads for him, no service, not even protection. This man owes us nothing. Surely the kingdom can see the injustice it would cause to have this man locked away or to make him pay his gold to us for nothing, as if we were theives!
Biltobin
"There is no harm being caused by this man. let him be, and forgo him his taxes."
Furgus
"We cannot call ourselves a just scociety if we treat our citizens diffrently from one another. This man must pay taxes. I'm sure there are plenty of those who feel the taxes are unfair, but we must abide by the laws we have created, or there will be hundreds of those who will make similar excuses for themselves."

You see the man's aura as Good, he just beleives that he is right. Other than that, he's just what he seems, an elderly man living in his home in the woods.
Although I have misplaced the e-mail in question here, Inamsu decided that justice called for the man in question to be banished from the kingdom for refusing again and again to pay his taxes.

It is reported that for an old man he put up quite a struggle to leave his home, claiming that his father before him had built it with his own hands. You have to make a special exception to the king's orders to enter the woods to take the man into custody. He was allowed to take his belongings, but had no horse or other valuables, except a sack with a few items. He finally grew tired of fighting, and was last seen heading west toward the nearest city outside the kingdom.
The property now goes to the kingdom as payment of taxes, and will be sold to the highest bidder, although the soilders that took the home claim there is not much value to it.

Quite a number of them felt that justice could have been tempered with mercy in this instance, and a few actually agreed that since the king offered no immediate protection should the man's home be threatened, and no deterrance from it happening in the first place, the king was not serving him. However, all adhere to Inamsu's decision as high Justice.

Storms had come... some of the newer priests casually waved them away as normal weather, but Inamsu knew too well the storms were a sign from Tyr that he was not pleased. Tyr was a god of law... but he was also a god of good. Following him, understanding how the deity wished mortals to act was very difficult at times.
Inamsu had heard that the old man did make it to the city to the west, and was staying in a safehouse there. Biltobin had overheard the news while making a run through that city for the church. Inamsu supposed there was little he could do about the situation now... was he supposed to admit that the church could have been wrong? Was the church wrong at all? He had set the letter of the law and had stood by it, after all.

Later, there was a summons for Inamsu to the High Court. It seems that there was a trader, a priest of Gond, but the name of Jarlorn. New to the city, he traded with a local dwarven weaponsmith, Blackaxe. Thinking that the dwarf did not give him correct change for his gold, he cast a spell to allow him to know the dwarf's alignment. He determined that the dwarf was of good alignment and that he had received correct change, but not after the dwarf had become insulted at the accusation and had the priest arrested for Magical Assault.
The charge carries one month in prison. The priest has demanded that he speak this matter over with the High Priest himself.
Prosecution: "The priest cast a magical spell upon the dwarf without his permission, plain and simple. The law demands that the priest spend one month in prison. Blackaxe demands justice, feeling that this priest insulted the honor of he and his clan."
Defense: "You must understand that the priest of Gond was only looking out for his best interest in a strange city, meeting with a dwarf that he had never traded with. He meant no harm, and was unaware of the law that did not allow him to cast a unharmful know alignment spell. Jarlorn is a very high-ranking member of the church of Gond, who are friendly with the church of Tyr. You can imagine what locking him away for a month over such a minor offense would do to the relations between your religions! I implore the court to fine the priest a small sum of gold instead of the usual prison term."
DM: Does Inamsu take any further action about the old man he banished or let the situation "die down" on it's own? What will Inamsu do about the priest and the spell?
Inamsu knows that some laws are hard to live by,and sometimes we doubt their ability to help us. That is until it does,then we don't know how we ever got along without it. Inamsu is working on a way for the man to stay, without breaking the law. An answer is coming soon........But for now, The priest of gond is not guilty of any crime. It is wrong to attack someone with a spell that does physical or mental damage( see the foot note on the bottom of our list of laws) Fireball,charm, flesh to stone are examples of punishable offences. John, I am still waiting on responses to the situation dealing with the priest of Gond (a final decision) and if there will be any change in the banishment of the old man from the woods who did not pay his taxes (which is causing some unrest in the kingdom). After those responses, we will move on to new happenings within the church of Tyr.

I offer the old man a job as a sage on the surrounding area he should have a knowledge of it and offer to set up an outpost to assure protection . Regiments should rotate out on a set basis. This job will be "Superficial ?" . A way for him to stay without breaking the law.The job will fit his age and ability.

The people of Llorkth are both suprised and happy about the decision the church has made. Being able to admit that there was a "half way" point in the matter of the old man makes the church seem closer to the people and more merciful than it first appeared.

People outside hear some rumors about the old man, but here is no change in their opinion of the church, as those outside the kingdom are harder to sway than those inside it.

DM:
There is some unrest, as the dwarves in the kigdom feel that the human-based church jas favored the priest of Gond over them because they are dwarves. What would Inamsu do about that situation, if anything? Biltobin and Inamsu's other advisors think that the dwarves will not take any kind of physical action, and the matter will simply pass in a few weeks. Dwarves are known for making a lot of noise, after all.
Inamsu rules that no law was broke by the priest of gond. It"the law" clearly states that no spell may be cast on another person that causes damage or mind control i.e.magicmissle or charm person. A spell of detect lie is used in an example of "buyer beware".The priest does not know you therefore the said spell was cast. I do not believe it was his intention to insult you.As for the priest I believe it would be appropriate to publicly apologize for any haphazard harm done.

The people of Llorkth are happy that a way was found to solve the problem, and the decision not to have the Gond priest thrown in prision was shown to be popular with them.

People outside Llorkth hear the news that religions of other faiths are treated well within the boarders of the kingdom. Diplomacy with kingdoms and cities that have a heavy-based religious aspect should increase.

DM:
The priest of Gond does approach the dwarves and apologize in public. The dwarves accept the apology, but do not make a big deal of it. Soon after, the news and gossip about the whole event seems to fade.

Weeks pass, and there is little unrest in the church or the kingdom of Llorkth, until Inamsu is visited by three priests of Tyr from the church of the Bloodstone Lands, far to the east. The priests there are known to be very strict in thier beliefs, hating things unatural (such as undead and necromancers), after the deadly wars against the lich-king there.
Namuel, Theerdon, and Navvdar are three of the most powerful priests from the area (of the priests of Tyr - Dionisus has a stronger following in the area), and Namuel, thier leader, has even been gifted as Inamsu with the aura of the Divine Agent.
It is well known that these priests have very diffrent views than the priests of Tyr in the kingdom of Llorkth, and Inamsu is cautious of their coming despite the fact that the clerics worship the same god as he.
The priests are to arrive soon and Inamsu is to decide on how to accept them....

" We should be cautious of these men, High Priest. They are known to be stern and quickly resort to violence. They value justice and law over the good of the people, and we know that Tyr values both.
